DOUMENC AIDARA Clémence
Regional Coordinator for West Africa

Clémence Doumenc-Aïdara, specialist in project development and management, has been PF Regional Director for Western Africa since January 2009.
She joined PlaNet Finance in Senegal in January 2007 and was country director for two years before being in charge of the regional coordination of PlaNet Finance activities. As the Director of PF Senegal, she coordinated local development and microfinance programs in the field of rural development and the development of women entrepreneurship, as well as technical assistance projects for local microfinance institutions.
Before joining PlaNet Finance, Clémence worked in Africa and Latin America with national and international Non-Governmental Organizations. After working on topics related to health, education and food security, she specialised in the field of Social Solidarity Economy. She is also part of the international technical team of RIPESS (Intercontinental Network for the Promotion of Economy and Social Solidarity) and participated in the organization of the meeting “Dakar 2005” which get more than 1200 actors from 66 countries together.
Clémence Doumenc graduated from EICD 3A (Business and Development School, Lyon - France).
DUTHEIL Mehdi
South Africa Director

Mehdi Dutheil is a microfinance expert, head of PlaNet Finance Madagascar and PlaNet Finance South Africa. He coordinates the programs and the development of PlaNet Finance activities in Madagascar and South Africa.
Mehdi Dutheil was Cofounder & President of B.I.R.D International Inc. in Canada. B.I.R.D. International Inc. provides international development services to government development agencies and SMEs, especially in the e-learning sector. He was successively a Consultant at TrendSpotting LLC in New York and at PricewaterhouseCoopers Development SA in Paris where he provided management and technical assistance to development agencies, SMEs and financial institutions.
Mehdi Dutheil started his career in rural Indonesia where he was Country Manager for a company, which designs, manufactures and markets furniture.
Mehdi Dutheil is a graduate from HEC Paris, a leading European Management School.
PLESSERS Henri
RDC Director

Henri Plessers has carried out several missions in the microfinance field:
- He actively participated into the development of mobile banking services that PlaNet Finance is currently developing in several countries.
- He has accompanied MFIs in the evolution of their Management Information System (MIS);
- He has been in charge of Greenfield feasibility studies and has participated in several market researches.
Henri Plessers is presently based in Kinshasa where he heads PlaNet Finance’s activities in the Democratic Republic of Congo. He is also the contact person for the Republic of Congo.
Henri Plessers was successively a Business Consultant and Department Manager at the Brussels Chamber of Commerce and Industry (CCI), in charge of Belgian CCIs abroad and foreign CCIs in Belgium at the Belgian Federation of Chambers of Commerce and Industry, Consultant in the field of Belgian and European public procurement for the Ingersoll Rand group / Koska, Belgium and the Brussels Chamber of Commerce and Industry, Account Senior at SmalS-MvM – eGov, and Development Manager at PlaNet Finance Belgium.
Henri Plessers holds a Master in Management from the ICHEC Business School Brussels. He is also graduated in Corporate Management and Finance from the Institut d’Administration des Entreprises Brussels, holder of a Bachelor in Commerce/Marketing from the Institut Supérieur Economique d'Ixelles Brussels and of a diploma in Development Cooperation from the Belgian Technical Cooperation (BTC).
Henri Plessers was also trained in “Due diligence for investment in Microfinance Institutions” and in “GIRAFE Microfinance Institutions rating methodology”.
MAAROUF Mohamed
Maroc Director

Mohamed Maarouf is a senior Consultant in microfinance. He is currently the Executive Director of PlaNet Finance Morocco. He is also in charge of the Maghreb region. He is an Consultant in the development of new products and in market and impact studies.
Mohamed Maarouf is the first President of Development Gateway Morocco (www.tanmia.ma). He was MENA Director at PlaNet Finance and Director of Development at Al Amana, MFI leader in Morocco and MENA region (www.alamana.org). He has an extensive experience in Microfinance, Development, Marketing, Communication and Strategies. Other areas of interest include Market Research, Design and pilot test of New Products, Projects management.
Mohamed Maarouf is a MicroSave (www.microsave.org) Market Research for Microfinance Certified Service Provider. He holds a Higher Diploma in Management Studies.
SERVIERE Carole
Egypt Director

Carole Servière is Egypt Country Director. She has professional experience in Coordination of Microfinance Programs as well as in Human Resources Management.
Since 2007, she supervises all programs in Egypt. She coordinates Technical Assistance programs and provides Egyptian Microfinance Institutions, Banks and the Egyptian Network of Microfinance with expertise in Impact and Evaluation Studies of the microfinance sector in Egypt, design and implementation of training modules, design and implementation of a micro-insurance program, design and launch of an Information Sharing System for Egyptian MFIs, and rural microfinance programs.
Before joining PlaNet Finance, Carole worked for 6 years as a Human Resources Manager, in France and abroad. She has solid skills in organization strategy, corporate management and public relations in the private sector.
Carole holds a graduate diploma from Sciences-Po Paris and a Master degree in Labor Law Human Resources Management and Social Regulations; from the Faculty of Law, University Paris II.
BOAS Simon
Executive DIrector

Simon Boas is the CEO for PlaNet Finance Palestinian Territories.
Simon was previously employed by the Palestinian National Authority as Special Advisor to the Minister of Planning, with particular responsibility for aid coordination and medium-term development planning. He has five years’ experience working in economic and social policy development in Palestine, working with NGOs and the public and private sectors, and remains a Research Associate at the Palestine Economic Policy Research Institute.
Simon studied English Literature at Oxford University and later completed a Master’s degree in International Policy Analysis at the University of Bath.
MOREAU Pascale
Executive Director

Pascale Moreau joined PlaNet Finance in 2007 and is currently Head of PF Madagascar. She is consultant in information system applied to microfinance.
She gained experience working during about 12 years in the field of cooperation in Western and Central Africa on project development as well as on IT systems design. She also worked for the European Commission in Brussels and for various NGOs. During all her career, she has been organizing training sessions in management and information technologies. With PF Morocco, she had the opportunity to launch the project on Microfinance Credit Bureau.
In 2006, Pascale belonged to the first promotion of the European Microfinance Program organized by the Solvay Business School of Brussels. She also has a Master’s degree in Economics and in Management of Information System (MIS), as well as in Development Management.
Babadjide Anicette
Country Coordinator

Anicette Babadjide is programs coordinator since May 2008 for PlaNet Finance Benin where she is in charge of the microfinance and microinsurance programs management (microfinance & health and technical assistance to the local network programs).
Before joining PlaNet Finance, Anicette managed during 2 years a health microinsurance structure created by the largest IMF for women in Benin (Association d’Entraide des Femmes, AssEF). She also provided expertise in the formulation and the follow-up evaluation of several group lending projects for health, especially for the PHRplus/USAID and AFRIC’MUTUALITE project. Before working for the health and microinsurance sector, Anicette worked in Spain and Benin in the private production.
Anicette holds a Master’s degree in Law of Health (Diplôme d’Etudes Supérieures Spécialisées) and a Master in Economic and Social Administration (AES) for the Université Montesquieu – Bordeaux IV (France).
